Why does it say "Player !:Detros stole XXX" for XXX tech? Is this message map-wise visible to all players?

Can't it just say "Detros" instead of "!:Detros"?

Sorry, do u suggest to remove the word "player" from the message?

I suggest to remove those two chars "!:" before the name of player.

Is there some special reason there can't be only the name of the player but there needs to be that "!:" before it?
It seems to me just like a big typo in the code, two useless and easily removable characters.
