Issues with healing rate for flesh units In Town

I played the random game to test the game, i played it on islands with 3 ai. The machine gunners i had got hit by artilerry (?) i placed them on a city to heal them. But, after more than ten turn the gunners HP don't heal , more like it don't even heal, why is that? Also i think the aircraft should be able to repaired at the airport. For convenience.
