As for elven smithing
Bronze trident
cost: 4
bonus: +1 damage
Silver trident
cost: 6
bonus: +1 damage
Gold trident
cost: 8
bonus: +1 damage
Researcheble at dock (or would you make elven smith?)

What if we tie it to the elven smith tech?
To make every level you need the requirement of the corresponding elven smith level

That sounds great. I think it adds a hint of complexity that helps impart some flavor. I've been hoping to see more techs tied to each other, especially in elves and humans. Tying this to the blacksmith techs does just that.
