1. So far terrain influencing spells are impossible I'm sad to say.

2. I don't think elves are much for cold and ice effects. This doesn't sound like a bad concept for any other race, particularly humans, but it is not suited for elves.

I think that might be a problem an effect that makes a unit receive more damage (it must be coded by 0)

If he is trapped in ice he should receive +2/+2 armor.
