A lot of flying units that can sabotege enemy and fly throught defenses?

How about makeing them relgion based race? There were such in Stellaris. They cloud have the strongerst psionics,but less advanced in technology.

So:
Strong sides
A lot of flying (not high flying) units that cloud pass throught enemys units (if it doesnt require more coding)
Best psionic
Weak sides:
Vechicules and other technology.
