Mobile AA doesn't feel like its hurting the aircra ANSWERED

I think the mobile AA like M16 or Gaz or Flakpz doesn't do much damage against aircraft anymore since Xlsx (?).
I feel like it should get more bonuses toward aircraft.

try it with freshly built units, old created aa vehicles are useless now.
(also new units have 2 actions)

It took my a while to discover that they have 2 actions,mayby dan make that misstake too.
