Stimulants IMPLEMENTED

Might warn you this is a shameless rip from what I remember of StarCraft, so it could probably use tweaking.
All infantry can use "stims" ability after research. They lose 30% hp to double their power for a few turns.

Reworked this a bit, cause genuinely I can't handle lose health for a buff effects, now it's more like a minotaur charge - -3/3 armor, +1 action (instead of double attack, it also restores the action you use for the ability), +1 movement, and 8% miss chance (because I think it might be a bit harder to aim, being so... Energised). So it's still a lose and gain thing. Oh yeah, I made it last three turns and have 2 turn cooldown.
