Is there a way to build a scenario with the map builder. In which someosomeone could build on a random map?

What do you mean? Like edit already existing random maps?

Well kinda... more like be able to build a scenario with troops on any map. Personally I think that this would be cool because I don't always have the time to build a map then place the troops, and not gonna lie I don't have the smarts or the patience to do so (not saying I'm lazy just don't have the time).
