How about Katyusha gave fear after it attacked to the enemy? I think it would be pretty cool, because Germans used to panic when they heard a Katyusha firing.

That kinda makes them(infantry) less useful in the game.

label as answered! The problem with this is that it is too small of an mechanic to be useful it is more of an hindrance than a help.

Since infantry have been revamped, this is no longer out of the question.
