Engineers Capacity to Build- ANSWERED

I had a quick look to see whether this hadn't been discussed before so apologize if it has.
But if an engineer could clear land/make water/ cut trees etc in say 8 moves would be very very useful.
Don't make it easy,,, ten moves if it has to be,, but that it is actually possible that an engineer can do something else.
It would make some maps which are nigh impossible to progress possible.
I like the idea that a labourer can still build something useful,,,,, maybe a post, or a pike in the ground?
Welcome myself to the forum this is the first time after several past attempts over the last 2-3 years? of being able to succesfully log in.. Up till now would never send a password email through.
