Allows infantries to land safely anywhere they want. With this boots they can fall from any height without dying as long they land feet first. This tech allows infantries to mount any planes other than the paratrooper planes and land anytime they want. All ships gain +1 carry capacity.

I would rather keep capability to air transport infantry only for landing ships and later paratrooper planes.
