spys are great but they are slow. What if we had a tech or unit that was able to put a spy on horse back!

Don't. just don't.
It is actually really easy to find in real life a "spy" on horse rather than without one.
Instead we can add a tech, that gives spies +1 speed.

Wat is the tech, running shoes?

If u really need a high speed spy, vote for the ninja next time, else just use scout

for example
"Endurance training"
Hard training for spies to give them +1 speed.
And i prefer Light Cavalry as scouts or even Hungarian Hussars - great speed, great scouting range.

Yes, I think that there is not enough people who want this.

And it seems to me that you cannot be fast and stealthy at the same time

so stealthy = spy
fast = scout

well yes not many people want this unit so I think we need the "vote plug in" I posted awhile ago.
