Great for keeping near the front lines. Can be moved as needed, at a slow pace.

Maybe a bit to much spells.
Remove one or orc shamans would become useless.

Orc shamans can still move around and horde unlike a TC upgrade. It won't really make them useless.

Damage needs to be dropped to 10 if it has a huge set of spells for its allies.

it has melee range but still i think that maybe remove it at all?

Compared to most orc units, 20 attack is really pretty average. Melee range means it only gets used when under attack, so it rarely comes into play. Beyond that, it works like an extra orc shaman. Remember this costs 2 more than an extra orc leader/warlord/king, so I'm thinking it really isn't overpowered for the cost.
