Arcani were a force of the Roman Empire, based in Roman Britain during the later part of the Roman occupation of the island.
There is not much about them but I think we can add them to Roman Garrison
They were Roman agents so I'm thinking about making them less invisible (if it's possible) by what I mean they can be exposed when enemy unit is 3 tiles from them
