Do you mean the blacksmith upgrades and the Advance Center? Because you can't do that

I mean any tech/upgrade but I guess now they can't speed up upgrades.

They can speed up upgrades if the building can be occupied. Like ships, Barracks, Etc.

You just need to move courier into building and on next turn he will dissapear. And production's turns left will be lowered by 1 +(number of couriers if they didn't occupy all building)
