The idea has several problems:
there is a crossbownan (you can get it by a tech (archer to crossbow archer) which you can research in archery range)
Crossbow were extrenely slow. You might shoot 20 arrows/minute by a bow while you are able to fire 5-6 times per minute with a crossbow.
