stats is a bit similliar to heavy horse archer
And it can be affected by high morale effect just like sagittarius

Is it historical? Because i don't see anywhere proofs that romans had something like that.

Post-roman army use the heavy horse archer auxillaries recruited from steppe area of mongol or carpathian

They are regular Horse archers and their upgrade in aos. not exclusive to romans.
