Russian Dp-28 LMG +IMG

Change the current mg to dp-28 light machine gun. The new maxim mg will have more normal armour and attack than the dp-28 lmg, but with cost of 3 turns. The current stats is for dp-28.

I think it doesn't need speed reduce. 2 speed infantry sounds useless.

Maybe keep the price at 2, and give -1 as penalty for price reduction. It'll move 3 tiles in forests anyway.
