Hard to code because there can be multiple "last actions".

1. There can be multiple units. For example several workers at range 3 from mime. And each started building.
What building must start mime?
And if there is no place what should it do?
What should it do if you reached limit of buildings?
And if that buidling was unique/legendary?

Another variant: troll shaman summons orc dragon (further from mime than shaman itself) and than from corpses lich summons skeleton dragon.
Near mime there is no sacrifices and corpses.
Must it be able to summon unit?
What dragon it will summon?

2. If unit uses ability that has taget than what mime must do?
Can it choose new targets for ability?
And if it can't and target is outside of casting range than what should it do?
Or if target died?

It's current variant of ability is too variable and can't be for 100% be bugproof

Hmmmm, then how about whatever the mime is hit with it can do it back during it next turn
For example

First unit hits mime with fireball
Second unit hits mime with poison
Third use disenchant

Mimes upcoming turn it can only use what it was recently hit/affected with, do disenchant.
Does this help clear some questions

I think about completely different variant: mime can copy abilities of target friendly or enemy units and use by his own.
But still it is hard to implemet addition and removal of abilities (active, passive)

How about a counter spell, any spell that affects mime will also affect caster, even dragon breaths

Also counters allied spells (if it is buffed it will also buff caster!!)

In FFT this unit really good but the drawback it can also hurt own allies. So that would be good

Mime is a job in Final Fantasy Tactics. The reward for training a unit in most jobs, the Mime is unique in that it learns no abilities; instead, it mimics any action used by player units.
The Mime job is arduous to unlock, and is intended for late use in the game. The unit will need a Lv 5 Dragoon, Geomancer, Orator, Summoner and Lv 8 Squire and Chemist.

Female Mimes wear a fox mask, alluding to Japanese mythology, in which many foxes, known as kitsune, can transform to look like other beings. Males have a hat which resembles a parrot (beak facing back), likely alluding to a parrot's ability to mimic human speech and other sounds.

For our Fantasy setting this could be in beastclan, humans, or even Mystical being

Should not copy this straight from FF.
Not sure if will have all of em anyway.
But what do you mean by "will need lv 5 dragoon...... !?? "

May b better a more mystical approach..

Lol that part from the game. A dragoon pretty much a heavily armored pikeman but with abilities
Dragoon (originally localized as Lancer and Dragon Knight in Japanese promotional materials) is a job from Final Fantasy Tactics. A physically-based job, Dragoons fear no heights since their Jump command lets them reach nearly anywhere on the map, provided they have learned enough Horizontal Jump abilities. Dragoons have access to the Ignore Elevation ability, which allows them to move to any tiles regardless of elevation. If the horizontal and vertical Jump 8 abilities are learned, it becomes pointless to get the lesser counterparts for smaller Jump range, except for the sake of mastering the job. This is because the game allows the player to jump any number of spaces between their character and eight spaces away without the other abilities.

But anyways mime seems more of a mystical being then anything

In MTG there is a "Sculpting steel" artifact card that can copy FULLY any artifact in the game. Land/creature/enchantment/equipment - any artifact can be copied if it is ingame.
Also shapeshifters of MTG are using same steel to copy exact unit's abilities or stats (depends on card).

Also mime is close to those shapeshifters of mtg.
