Merlock tech: Net toss.
only merlocks are effected. It replaces the weapon poisoning for merlocks.
Net toss: research:5, merlock hut, works only on living/dead units, not wooden, target gets -3 to movement for 3 turns. Cool:4

I didn't give it a webbed hand because then it would look like the merlocks are throwing a net with a webbed hand behind it.
