Boosts all swimming creatures (no boats, no merlock, but orc leader etc) with +1 movement.
3-5 costs at a dock

No.
Merlocks are already best swarming water units and they don't need more speed.

No merlocks indeed (wonder why I had that :D ), but more to speed up your giants, cave trolls, hamletbacks and ettins (edited)

Maybe elves should have this, their sea units are living but they don't get a speed boost when they get upgraded.

Just wanted to point out the orcish gigants DON'T swim, they are soooo big their heads are over the water and they just walk.

Orc leader swims but as for the other giants that is true, it is more like wading.

Tbh the orc leader is a wierd thing, how is he gigant if it's an orc? Anyway.

That's why I said move this to the elves navy, that way they can gain a +1 speed boost in the water.

With a similar tech I would give an extra 25% water speed to giants (basically +1 tile)
