Infantry Movement on Tiles IMPLEMENTED

I'm sure there is a topic on this somewhere, but I couldn't find it.
This topic is basically going to deal infantries gaining movement in hostile environments when they don't gain movement in friendly environments.
For example, a Russian MGs movement on plains and roads is 3. Pretty typical. However, put that MG in a forest, and suddenly his speed is increased to 4?
What is it about the forest that GIVES you speed? Branches all in the way, pine trees slapping you in the face, no real roads? And worst of all, the Russian MG does not gain a speed boost on the actual road tile.
Same goes for American infantry. What is it about the blazing hot desert that makes you run.... faster? To sweat more and die of heat exhaustion?
What I'm saying here, is that the only time on which any infantry should gain speed is the road tile. Maximum 3 speed on any other tile, however they lose speed on certain hostile tiles. Like American infantry will lose speed in forest tiles, but Russian infantry will retain speed because they're used to the forest.
Maybe Russian Infantry will lose speed in the desert, but everyone else will retain it because they are used to it.
And every infantry will gain speed on the road tile, because it's a road.
Suggestions concerning this?
