I can't recruit high born kobold units with the keep

Units got moved around to different buildings
Suggest you look at scalefolk rebalance and you will see where each unit is

Firstly you must research armored kobolds tech and only then highborn will be availible.

It worked but when I get armor led kobold I can't make komodo dragon rider
