Add the warfell support research to the TC but with the study of writing first like ballistics and area damage¿ its more practical than have one use only building ?

1. Warfell support tech later will have 2 more levels.
2. For this exact building there are planned more subfaction techs later.
3. For now it is testing period of warfell and how is it working.
