version v0.100

i will change version to 0.1 as it is very close to finishing.
changes:
- new units: F2A Buffalo, Polikarpov I-16
- planes also got "ERA" dependency, so not all planes are available at start (based on XLS and in that the "production time" - same as tanks.
- new campaign unit: French infantry.

Several fixes
- graenades are working, also got some explosion animation.
- p47 bomb action also working.
- medic is working.
- megmidal building also counts in building count.
