Skarn bug - IMPLEMENTED

Skarn is supposed to work like Minotaur right? But when I try to move it to mountain terrain, it doesn't have a movement in the next turn.

Probably wrong value for speed on mountains.
@Alexander82 change it to 40%.

It was probably set at 33% but since the game round numbers down it needs at least 34% to have the chance to actually move on mountains.

I remember it was fixed by @General Brave
