What is that, where can I research it, it's not on upgrade tree, I am back after some time and the game seems so different now
You must build firstly human embassy and in it research this tech.
Also before you will be able to research it you must research writing tech.
Same system is for warfell and will be for other races and their elites (giants, uruks for orcs, glade wardens and upcoming new moon and rising sun elves as well as wild allies (wip name, satyrs and such) and ents for elves, phantoms and demons (for now) for undeads).
