The normal planes in the early game are quite weak at first till they are upgraded. Once upgraded once, they can compete against other similar fighter planes. But on the next upgrade however, they can deal up to 48 damage, which can kill just about any other air unit, except for maybe some bombers. This makes the air to air missles inferior, and this gives no incentive to build higher grade fighters like the black widow, p80-c, or the messerschmitt 262.

Maybe a small damage decrease by 1 or 2 and leave the bonus against aircraft the same maybe?

I will be against this. In the later stage of the game, there will be a time where it will be just an economy game where one shotting really helps. Strategical will be side but if used properly will give advantage.
