Its not always possible to make dock everywhere, and using workers to make demolishion ship in a water body near enemy structures is a great idea 
should cost 10 worker turn, and 13- 15 laborer turn while upgraded one takes 11 worker turns
Without mending tech, 13- 15 worker turns and 16+ laborer turns
