Sorry for my poor English, not my native language. I can not understand the application of cart with salt on random maps. Cart with gold, silver, ore and gems work clearly. What to do cart with salt? I sent this cards to different buildings, I did not see the effect.

Sounds like it can only be used to pay mercenary units. Things like disband knight disappear if you don't pay them every few turns...salt counts as pay.

Move the salt cart next to a mercenary unit, and it will bring the option to pay mercenary. (I think... I am new to mining).
