While playing the game, I noticed that the submarine can counterattack in the underwater environment. This is generally not logical.

why? who attacked it?

I mean, when you attack a submarine (if you attack within the radius of one cell), which is under water and responds with a counterattack (regardless of which unit, unless, of course, you immediately destroyed the submarine). A submarine can counterattack at a depth of several tens of meters, which I cannot believe. For example, my plane attacks an enemy submarine, which is under water, and it counterattacks.
