here i think the damage is currently also too high, the complete destruction with one blow should be reserved for the bombers.
like the stuka, the fighter-bombers are quite accurate but a plane should not be able to destroy a complete harbour or factory.

My suggestion is that at least two fighter-bombers are needed to destroy a factory.

for tanks and infantry you can do more damage
