1. I hardly see the point for this unit as its another elite infantry unit - and we already have the HAP troopers.
2. A lot of planned races (myconids, insectoids) and also reptilians heavily use bioengineering so I wanted the humans to mainly use technology to improve their bodies.

It's not the point of humans being incapable of bioengineering, but them not doing it for diversity in the game's flavour 
.
We can say humans see it as taboo or smt if you need an lore explanation.
