The machine that builds bridges on water.
Something like a battering ram, but weaker, protected from arrows, can build bridges on water like an elf druid with a certain cooldown.
Cost: 3-6
Crafting: Builders, Siege Workshop, City Center
Lives: 30-50
Attack: 0-4
Range: 1
Armor: 0
Distance Armor: 6-18
Speed: 1-3
This unit is necessary in those cases when you need to cross a river in 1 tile, but enemy archers do not let the builders fail.

That one is better than human surfers, still seems something a bit advanced.

We might just allow workers to build from battering rams (as long as those are only for humans and dwarves I think it can be ok).

Yes, you can do that, but it will be long and costly, you need 2 builders and if the ram is destroyed because of its slowness, one of the builders disappears, the other 100% will die. I would like a fast car that will quickly drive up and put the bridge.

As for the surfer, this is a completely different type of unit. This machine is needed to overcome the water, which is guarded by archers, and a surfer is needed in order to quickly get to a new land quickly means faster than a long construction of boats, the surfer will not be able to pose a threat to the enemy-controlled mainland because of his weakness in battle.

I would say it does not fit.
Alas some temporary summonable bridges for humans and dwarves can be a thing.
