The Tech (i.e. for the US destroyers Fletcher class --> Sumner class) allows the build for the higher class (at the same cost as the previous) and cheapens the original unit.
What do you think?

We can call it "dry dock" or "modernised dockyards"

Yeah, or something. Idk if the different nations should have different names for it or no.

We can also exclude the eastern nations from marine upgrades and give them artillery or vehicle technologies.

And I think we should make every unit upgrade a technology!
