i like the forum structure but now there are 2 more details to add:
1. agents: should they be and work different for every faction?
2. mercenaries: to be historically accuarate: should all factions be able to prudce all mercenaries? each faction should have its own mercenaries?

1. I think its better to keep it simple

2.each faction should be able to have its own mercenaries

1. They could work the same as other factions.

2. Mercenaries should be trained for all factions. They were mercenaries after all. Mostly coming from different nations.

so we have 2 options:
1) marcenaries the same for every faction:
-faction 1
--infantry
--cavalry
--artillery
--ships
--structures
--agents (or agents can fit on infantry or cavalry deppending if its mounted or isnot)

-faction 2
--infantry
--cavalry
...

-mercenaries
--infantry
--cavalry
--artillery
--ships
--structures
--agents (or agents can fit on infantry or cavalry deppending if its mounted or isnot)

2) each faction has its own mercenaries pool:
-faction 1
--infantry
--cavalry
--artillery
--ships
--structures
--agents (or agents can fit on infantry or cavalry deppending if its mounted or isnot)
--mercenaries

-faction 2
--infantry
--cavalry
