Shouldn't it be outlined?

Not all decorations are outlined.
But all trees/forests are 32x32 pixels.
They are just too big.
Resizing and doing few corrections it would look like this:

And a bundle creating a forest:

Oh I thought this were obstacles like pine tree.
All of them were outlined.

Which pine tree?
There are some on unit layer - those are all outlined.
There is the rest on decoration layer - only very few of them are and it's not even full black line, but partially transparent.
On decoration layer objects can be passable decoration, passable terrain change or obstacles.

I actually want this to be like the 32x64 pine trees that can be seen in the units section.

There are units there like walls and trees that can be used as terrain right? I want it to be like that.

Well a 32x32 version passabls terrain will also be fine but if its possible i want it as neutral terrain like some of the trees

Made it have black outline

A decoration
2x2 tile bamboo

OK. I have put them as units.
Additionally I added bamboo forest as decoration layer, passable forest terrain.
