Not Sure If It Is A Problem Or Not, So Maybe This Is Just A
Question More Than A Problem. All If The New boards ThaT
Were Just Added Are All Locked. Is It SupposedTo Be Locked?

If you refer to campaign maps, than yes.
it should be unlocked only if you have/will completed the previous map in that campaign.

You have completed the right? Try to "resume" the last level you played. It will send you to the last time before you make your last move. Once you finish the move, the level will end, unlocking the next one. Do not restart the level

This is quite good workaround
But
ugly smugly is right: this is a bug this should not be this way, the new maps should be automatically unlocked if the preceding map was completed.

i have fixed this, you can try it with the new hornburgs dominion map by hardeep.
