what do u mean?
you mean if you have invented all possible techs ? if so simply if all building type technologies section is empty.

Actually - that is quite good idea.
On game stats window could be added small info:
Techs:
Invented/total available /total
Number of techs invented/number of techs, that have builder (building) in game and are bought at shop upgrades / number of techs in game
There could be second part of information increase:
There was possible effects window on unit propsheet once - it could be brought back, but listing only possible techs.
