AOD artillery balance

on the discord we have been discussing if artillery should have a cooldown as a balance quirk, specially really powerful artillery like howitzers and rockets, we are curious into hearing what people have to say

Yes, they should have reload, because if there is no reload, there is a chance of disbalance...

no, there is problem with balance if there is no cooldown, it can be balnced without cooldown too.
