Destroyer balance IMPLEMENTED

The current destroyer has some imbalances in it but Ill go for this one for now.
Destroyer should survive atleast one hit of a cruiser to make the destroyer more worth. I mean, they should atleast have it or a good Dodge chance from the shells of it. They have 4 turn cost but low survivability. There's a reason for how they are more used than the cruiser IRLbesides being cheaper. In this game a cruiser would be more desirable because of the high dmg it cost to destroyers.
Or make destroyers current price to 3 turn. That way it is more acceptable as they can be more easy to mass produce.
