What does this map editor error prompt mean exactly? ANSWERED

The territory TERRITORY_MIDDLE_TOP has no enough free ground tiles to put the TC-s, fix the map before activating.

I get it often since I'm trying to make a 10 by 10 skirmish map (I scrapped like 5 now) and I get these error prompts on the ones I like and I do not quite understand what it is trying to tell me. If any of you would be so kind to inform me I'd appreciate it immensely, heck i'll even make a 5gem match and resign for you as payment (If it isn't illegal or wrong in this game)
