As all those abilities require cost, so sacrificing merchant would be an obvious solution.
45% chance seems quite low for sacrificing 4 turn unit, so I'd rather increase it.
Single merc pay should give 8 or more turns.

Yes, Merchant will disappear once one of the abilities are used. Just like other money units.
Updated. I like the idea of having to transform. This should also apply to standard money courier.

But once transformed into boat, cannot become money courier again, cause dock may become a factory to produce money couriers.
