Monk could not heal units when it is garrisoned. I found that monk(garrisoned) will automatically heal units if it still have action point left.

Garrisoned where?
When couldn't it heal units?

Garrison unit (building, siege machine) can have property allow shooting. This also enables ability usage for garrisoned units. It shouldn't take any exclusions, apart of units with cannot attack garrisoned (ships and sieges).
Automatic action on the end of a turn uses ranged attack or one of abilities.

The ability Heal is Un-garrison to use.
What I found is: After you click "End turn" & Monk still have action point
-> Monk auto cast ability Heal inside wagon

Wagon shouldn't allow to shoot/cast inside.
I believe it may be something different in monk vs other healers or some leftover code from times, were heal wasn't effect, but inherent ability.
I'll research it.

The same happens with other healers.
So it can be leftover code, now activated because of A droid sdk 10 (or unnoticed until now, but I doubt).
