Sea serpent seems to be quite weak, its slow, takes 7 turns to produce and can be burned.
I think it is a fine unit for a meele navy tank, but too expensive.

It's cost is fine, it will later get a ranged aoe attack as well as removal of burning.

then it will be fine.
